Emergency Shelter Grant Program

The Emergency Shelter Grant Program (ESGP) is intended to increase the number and quality of emergency shelters and transitional housing facilities for homeless individuals and families. ESGP also provides assistance to operate these facilities and provide essential social services. The ESG Program strives to help emergency shelter residents meet their most immediate needs as well as aid them in their transition towards independent living. Through homeless prevention activies, the program also services individuals and families at risk of losing their permanent housing. The program is funded through the U. S. Department of Housing and Urban Development.

ESGP Community Partners

Currently, five organizations in Council Bluffs receive ESGP funds as sub recipients. These organizations are Catholic Charities - Phoenix House, MICAH House, Family Housing Advisory Services, Family Service, and Christian Worship Center - MOHM's Place. These programs provide basic shelter and other essential social services for homeless and near homeless individuals and families.
